Urges the prompt appointment of the National Commission on Social Security established by the Social Security Amendments of 1977. Resolves that the Congress direct such Commission to study the feasibility of converting the present old-age, survivors, and disability insurance programs of the Social Security Act into self-renewing investment funds which will fulfill the purpose of the present program with a substantial reduction in taxes.
