Declares that the Congress strongly condemns the gross violations of human rights and other suppressive acts committed by Idi Amin and the Government of the Republic of Uganda.
Urges the President to (1) support and implement measures, such as an embargo, which would effectively discourage United States support of Uganda, and (2) encourage and support international efforts to investigate and respond to conditions in that country, including economic restrictions.
