A resolution praising the head of the United States delegation to the Belgrade meeting of the Conference on Security and Cooperation in Europe, Ambassador Arthur J. Goldberg, for his efforts on behalf of human rights, and urging the President to continue to express United States opposition to repressive actions and to violations of basic human rights which are contrary to the Helsinki Accords.

Commends Ambassador Arthur J. Goldberg for obtaining a review of compliance with the human rights provisions of the Helsinki Accords (the Final Act of the Conference on Security and Cooperation in Europe). Urges the President and other executive branch officials to continue to express United States opposition to repressive actions and violations of human rights which are contrary to the Helsinki Accords.
