Concurrent resolution expressing the sense of the Congress with respect to the incorporation of Latvia, Lithuania, and Estonia into the Union of Soviet Socialist Republics.

Declares it the sense of Congress that the President: (1) not recognize the absorption of Estonia, Latvia, and Lithuania into the Union of Soviet Socialist Republics, and (2) take appropriate steps to raise this issue in the United Nations.
