Declares it to be the sense of Congress that the national health planning guidelines should include sufficient flexibility to allow a health systems agency to recognize special characteristics in rural areas and, on the basis of those special characteristics, to establish a health systems plan that varies from the national guidelines, in order to provide necessary health care services to rural residents.
