Requests the President of the United States, the Secretary of Agriculture, and all appropriate officials of specified departments and agencies to formulate and implement a plan for the expansion of sales of American agricultural commodities abroad, including increased food-for-peace (Public Law 480) sales, and to place less emphasis on developing huge grain reserves. Requests the President to make certain that all export ports are open and fully operable and to use existing Federal labor laws to implement such policies.
