Declares it the sense of the Congress that during the period beginning on the date the Commission on the Postal Service transmitted its final report to the President under the Postal Reorganization Act Amendments of 1976 and ending on March 15, 1978, the frequency of mail delivery service should not be reduced below the frequency of such service on March 15, 1977, that no postal office operating on March 15, 1977, should be closed unless such closing is approved by 60 percent of the patrons served by such facility who are over 18 years of age.
