Concurrent resolution urging the participation of the United States in the review of the United Nations Charter.

Declares it the sense of Congress that the United States should continue its role of United Nations' leadership.

Requests the President: (1) to direct the Department of State and the Ambassador to the United Nations to formulate proposals for more effective functioning of the United Nations, and (2) to report to the Senate Committee on Foreign Relations and the House of Representatives Committee on International Relations on such proposals.
