Declares that any time during the consideration of a bill or resolution in the Senate it shall be in order to move that no amendment (other than the reported committee amendments) which is not germane or relevant to the subject matter of the bill or resolution, shall thereafter be in order.
Provides that if such a motion is agreed to by an affirmative vote of two-thirds of the Senators present and voting, then any amendment not already acted on (except amendments proposed by the committee which reported such bill or resolution) which is not germane or relevant to the subject matter of such bill or resolution, or to the subject matter of an amendment proposed by the committee which reported such bill or resolution, shall not be in order.
