Directs the Secretary of Agriculture to make a study of the food stamp program. Directs the Secretary to provide the Congress by June 30, 1975, recommendations for legislative changes. Specifies that such recommendations shall include changes which will: (1) disqualify those with adequate incomes from receiving stamps; (2) reduce administrative complexities; (3) accountability; and (4) increase penalties for those who abuse the program.
