A resolution concerning bail for major narcotics offenders.

Expresses the sense of the Senate that it is imperative that the Federal judiciary prevent, so far as possible consistent with the eighth amendment, persons from becoming fugitives from controlled substances prosecutions.

Requests the President of the United States, the Chief Justice of the United States and other high government officials charged with enforcing the law, to raise this concern with various legislative and judicial committees, judges and magistrates, and the general public.
