Amends Rule XXVII of the Standing Rules of the Senate to prohibit conferees on the part of the Senate from considering any motion (other than a motion to adjourn) in a meeting of a committee of conference unless the written text of the motion, or a written explanation of the substantive effect of the motion, has been furnished to each conferee on the part of the Senate prior to its consideration.
Provides that it shall not be in order to consider the report of a committee of conference if any motion was considered by the conferees on the part of the Senate in violation of this resolution.
