Waives application of the Congressional Budget Act requirement that new budget authorizations be reported to Congress before May 15th in order to permit Senate consideration of S. 2823 (Small Farmer assistance). States that such waiver is necessary in order to permit consideration of explicit statutory authority for the implementation during fiscal year 1977 of the survey and program for small farmers called for by the resolution.
