Sets forth rules of procedure on a motion to close debate, under rule XXII of the Standing Rules of the Senate, including that passage of such motion shall require a three-fifths vote of Senators duly chosen and sworn, except on a measure or motion to amend the Senate rules, which shall require a two-thirds vote of Senators present and voting.
