Establishes a Senate Special Committee on Small Business and Federal Overregulation to conduct a study of the effects of Federal regulation on small business. Specifies that the study shall include an examination of the internal revenue laws and Federal programs affecting small businesses, and an examination of the burden on small businesses of filing forms with the Federal Government for the purpose of eliminating duplication.
Authorizes the committee to employ personnel, hold hearings, and subpena witnesses and documents.
Authorizes the expenditure of $300,000 by the committee to carry out the duties set forth in this Act.
