Waives section 303(a) of the Congressional Budget Act of 1974 which prohibits the consideration by the Senate of legislation authorizing new budget authority for a fiscal year beyond the current fiscal year, with respect to consideration of H.J. Res. 801. States that H.J. Res. 801 contains advance appropriations of $1,226,000,000 for fiscal year 1977 for the purchase of ConRail stock.
