Authorizes the expenditure of $2,360,000 by the Senate Committee on Commerce for studies and investigations. Allocates $260,000 to continue the study of the purpose and current effectiveness of specified Federal agencies. Provides that no more than $150,000 of such amount may be expended for the procurement of consultants.
Requires the Committee to report its findings and recommendations for legislation to the Senate.
