Authorizes expenditures by the Senate Committee on Government Operations for the period from March 1, 1976, through February 28, 1977. Allocates $237,200 for a study or investigation of: (1) budget and accounting measures, other than appropriations; (2) reorganizations in the executive branch; (3) reports of the Comptroller General of the United States and recommendations deemed necessary or desirable in connection with such reports; (4) the operation of Government activities at all levels with a view to determining its efficiency; (5) the effects of laws enacted to reorganize the legislative and executive branches of the Government; and (6) the intergovernmental relationships between the United States and the States, municipalities, and international organizations.
Authorizes the expenditure of $375,000 by the Senate Committee on Government Operations and the Senate Committee on Commerce to conduct a cooperative study of instrumentalities in the Federal and State governments.
Makes available $1,143,000 for a study or investigation of: (1) the efficiency and economy of operations of all branches of the Government; (2) the extent to which criminal or other improper practices of activities are, or have been, engaged in the field of labor-management relations; (3) syndicated or organized crime which may operate in or otherwise utilize the facilities of interstate or international commerce; (4) all other aspects of crime and lawlessness within the United States; (5) the efficiency and economy of operations of all branches and functions of the Government; (6) the efficiency, economy, and effectiveness of all agencies and departments of the Government involved in the control and management of energy shortages.
Authorizes $407,500 for a study or investigation of intergovernmental relationships between the United States and the States and municipalities.
Authorizes $265,000 for a study or investigation of the efficiency and economy of operations of the Federal Government with respect to: (1) policies, procedures, and activities affecting auditing of government obligations, oversight of Federal agencies, development of program information systems and controls; and (2) activities affecting preparation of Federal regulatory agency budgets to Congress and data collection and dissemination by Federal regulatory agencies.
Provides $250,000 for a study or investigation of the efficiency and economy of operations of all branches of the Government.
Makes available $122,300 for a study or investigation of the economy, efficiency, and productivity of the operations of the Federal Government with respect to the development of budget oversight measures.
Requires the committee to report its findings and such recommendations for legislation as it deems advisable by February 29, 1976.
