Directs the Senate Select Committee on Small Business to examine, investigate, and make a complete study of the problems of American small and independent business and to make recommendations concerning those problems to the appropriate committee of the Senate.
Authorizes the Committee to make expenditures of $234,000 from the contingent fund of the Senate to employ personnel necessary to carry out such functions.
Allocates $2,500 of the total expenditure for the procurement of services of consultants.
Requires the committee to report its findings to the Senate at the earliest practicable date, but not later than February 28, 1977.
