Prohibits any committee or subcommittee of the Senate, or member of any such committee or subcommittee, from taking any action which purports to sanction or approve any request by any department or agency of the Federal Government to reprogram or transfer funds from one program or activity to another for the purpose of carrying out any covert military or paramilitary activity in any foreign country unless such matter was previously considered and approved by the Senate.
Specifies that this resolution shall not require that any report made by any committee of the Senate be publicly disclosed.
