Waives the provisions of the Congressional Budget and Impoundment Control Act prohibiting the consideration by the Senate of legislation authorizing new budget authority for a fiscal year if such legislation is not reported to the Senate on or before May 15 preceding the beginning of such fiscal year, with respect to the Federal-Aid Highway Act reported to the Senate by the Committee on Public Works on November 20, 1975.
States that the waiver is necessary for the Senate to complete action on legislation which provides authorizations for the Federal-aid highway program for the transition quarter ending September 30, 1976, and fiscal years 1977 and 1978.
