A resolution relating to time limitations on committee consideration of legislation.

Revises Rule XIV of the Standing Rules of the Senate to allow a bill to be committed to more than one standing committee at any time subsequent to the second reading of the bill. Provides that when a bill is received by the Senate from the House which was passed by a vote of more than three-fifths of the Members of the House, the Senate, before committing the bill to a standing committee, shall consider a motion that the duration of the relevant committee's consideration of the legislation be limited to a period of 90 calendar days or less.

Revises Rule XXVI of the Standing Rules of the Senate which deals with the reference of bills to committee. Provides that instructions at time of referral shall include but not be limited to instructions that the bill be referred to more than one standing committee or that a limit in duration be imposed on the committee's consideration of the bill.
