Expresses the sense of the Senate that any concurrent resolution on the budget should reflect a reduction of $1,000,000,000 for each one-tenth of one percent by which the projected rate of unemployment for such fiscal year is below the projected rate of unemployment assumed in the First Concurrent Resolution on the Budget.
