Expresses the sense of the Senate that the President should, upon visiting the People's Republic of China, pursue the possibility of entering into an arrangement under which the United States would supply agricultural products to China for a fair price in exchange for oil and other energy products at a price less than that established by the Organization of Petroleum Exporting Countries.
