Expresses the sense of the Senate that: (1) the President, during the negotiations on a multiyear agreement with the Soviet Union on the purchase of American grain, should attempt to negotiate with the Soviet Union a short-term agreement whereby the Soviet Union would sell oil to the United States; and (2) the United States negotiators shall negotiate the purchase price for Soviet oil at a level which reflects the high value the United States attaches to its grain resources.
