Requires that the Congressional Record for the Senate shall contain a verbatim account of remarks delivered on the floor of the Senate. Allows supporting data to be included.
Provides that revisions of remarks in the Record shall be limited to the correction of grammatical and typographical errors.
Allows, by unanimous consent, the inclusion in the Congressional Record of remarks not actually delivered on the floor. Directs that such insertions shall be printed in a typeface distinctively different from that used for verbatim remarks.
