Directs each standing committee of the Senate (other than the Committee on Appropriations and the Committee on the Budget) to make a special study to determine the effectiveness of existing Federal programs in meeting present priority needs in relation to the cost incurred. Provides that committees shall make recommendations concerning the effectiveness of administrative implementation, duplication of programs and the elimination of programs.
Requires each committee to report the results of its study to the Senate not later than December 31, 1975.
