Authorizes the Senate Appropriations Committee to expend sums it deems appropriate, within its appropriation for inquiries and investigations, for procurement of services of individual consultants or organizations. Requires that if such services are procured by contract that such contract be made in the same manner and subject to the same conditions regarding advertising as are required of other standing committees.
