Expresses the sense of the Senate that the United States foreign policy should not be employed in any way to lift the sanctions against Cuba or to gain recognition of Cuba by the United States or any other nation in the Hemisphere.
Requires that any change in U.S. foreign policy toward Cuba shall be subject to the advice and consent of the Senate.
