Resolution to censure violation of the Paris Accords.

Condemns violations of the Paris agreement by the Communists in Vietnam. Calls upons all governments to join in this condemnation. Notifies the governments of the Soviet Union and the People's Republic of China that their actions in Vietnam shall be considered a test of good faith in efforts toward detente.

Calls upon individual nations and the United Nations to take action to assure the right to asylum to Vietnamese refugees.
