A joint resolution proposing an amendment to the Constitution of the United States for the protection of unborn children, and other persons.

Constitutional Amendment - States that, with respect to the right to life, the word 'person,' as used in this article and in the fifth and fourteenth amendments to the Constitution of the United States, applies to all human beings, including their unborn offspring at every stage of their biological development, irrespective of age, health, function, or condition of dependency.

Provides that this article shall not apply in an emergency when a reasonable medical certainty exists that continuation of the pregnancy will cause death of the mother.
