Constitutional Amendment - Proposes that each State shall choose a number of electors of the President and Vice President equal to the whole number of Senators and Representatives to which that State is entitled. Disqualifies persons holding an office of trust or profit under the United States. Directs that one elector shall be elected from each congressional district within a State, and two shall be elected at large from each State.
Gives Congress the power to enforce this article.
