Directs that during fiscal year 1976 not less than 70 percent of the value of government-to-government commodity grants and of funds expended under title I of the Agricultural Trade Development and Assistance Act of 1954 shall be allotted to countries designated by the United Nations as "Most Seriously Affected".
Establishes priorities for such distribution. Establishes procedures whereby the President may, subject to congressional approval, provide commodity assistance in excess of the limitations specified in this resolution if such assistance is for humanitarian purposes.
