Appoints a delegation of Members of Congress to proceed, at the invitation of the two Houses of Parliament, to the United Kingdom, to attend the presentation of the Magna Carta, under suitable auspices, to the people of the United States, to be held in the custody of their representative, the Congress of the United States, for a period of one year.
Stipulates that the delegation shall consist of the Speaker of the House of Representatives and not to exceed 24 additional Members appointed as follows: (1) 12 appointed by the Speaker of the House of Representatives, on the recommendation of the Majority and Minority Leaders, and (2) 12 appointed by the President of the Senate on the recommendation of the Majority and Minority Leaders.
Authorizes to be paid from the contingent fund of the Senate on vouchers approved by the Chairman and Vice Chairman, such amounts as the Chairman and Vice Chairman of the delegation jointly shall determine to be necessary (one-half of such expenditures shall be reimbursed by the House of Representatives).
