Submission of a concurrent resolution with respect to the safety of civilians in contested areas of Indochina.

Expresses the sense of the Congress that the President should undertake diplomatic initiatives to restore the Vietnam agreement and to insure the safety of refugees in Indochina. Calls upon the President to urge the Secretary General of the United Nations to persuade all parties to the Indochina conflict to adhere to the terms of the Geneva Convention and the Universal Declaration of Human Rights.
