Authorizes the filling and construction in a specified portion of Upper New York Bay, Hudson County, New Jersey, if such location in declared to be not navigable waters of the United States by the Secretary of the Army.
Stipulates that local interests shall reimburse the Federal Government for engineering and all other costs incurred under this Act.
