Permits up to 100 percent Federal funding for all Federal-aid highway projects (other than Interstate) started by States between February 12 and September 30, 1975. Requires such increased Federal-aid payments to be repaid before January 1, 1977. Allows funds apportioned for any one Federal-aid highway system in a State (other than the Interstate System) to be used during the period February 12 through September 30, 1975, for any project in that State on any Federal-aid highway system (other than the Interstate System).
