Directs the Secretary of Transportation to take action to encourage States to establish highway assistance patrols to assist motorists having mechanical or other problems on highways.
Directs the Secretary to study the effectiveness of such patrols, and to submit the results of such study and recommendations to Congress one year from the date of enactment of this Act.
