A bill to suspend for a temporary period of time the provisions of Section 27 of the Merchant Marine Act, 1920, in order to permit, under certain circumstances, vessels of foreign registry to transport fertilizer necessary to the production of agricultural commodities from Alaska to the West Coast.

Permits, under the Merchant Marine Act, vessels of foreign registry to transport anhydrous ammonia which is needed as fertilizer for agricultural commodities from Alaska to the west coast of the United States whenever the Secretary of the Treasury determines that there is no domestic vessel reasonably available.
