A bill to establish an arbitration board to settle disputes between supervisory organizations and the United States Postal Service.

Establishes an arbitration board to settle disputes between supervisory organizations and the United States Postal Service, provided that only those disputes concerning policies that affect all or a substantial portion of supervisory personnel on a long-term or permanent basis can be referred to arbitration.

Provides that the arbitration board shall consist of 3 members, one of whom shall be selected by the Postal Service, on by the recognized organization of supervisory personnel, and the third by the two thus selected.

States that the costs of the arbitration board shall be shared equally by the Postal Service and the organization of supervisory personnel.
