Authorizes the mortgaging of tribal lands on the Fort Berthold Reservation, North Dakota, for the purpose of purchasing real property within the bounderies of the Fort Berthold Reservation. States that such mortgages shall be subject to the constitution of the Three Affiliated Tribes and the approval of the Secretary of the Interior.
