Divides the ninth judicial circuit into the northern division and the southern division. Designates Alaska, the eastern and northern judicial districts of Californian, Hawaii, Idaho, Montana, Oregon, Washington, and Guam as the nothern division of California, and Nevada as the sourthern division.
Directs the President to appoint one additional judge for the Northern Division of the Ninth Circuit, and six additional judges for the sourthern Division of the Ninth Circuit.
Provides that in any circuit consisting of two divisions in which there exists a conflict between the decisions of the two divisions on an issue, there shall be convened a joint en banc panel to review such conflict.
Makes specified technical amendments to carry out the provisions of this Act.
Provides that this Act shall become effective on October 1, 1977.
