Establishes the California Desert National Conservation Area.
Directs the Secretary of the Interior to prepare and implement a comprehensive, long-range plan for the management, use, and protection of the national resource lands within the conservation area in accordance with the principles of multiple use and maintenance of environmental quality.
Requires that the plan shall be completed and reported to Congress by June 30, 1979.
Authorizes the Secretary to establish a California Desert National Conservation Area Advisory Committee, to advise the Secretary with respect to the preparation and implementation of the comprehensive long-range plan required by this Act.
States that the Secretary may acquire, by purchase, exchange, or donation, lands or interests therein where necessary for proper management of the conservation area.
Directs the Secretaries of Agriculture and Defense to manage lands within their respective jurisdictions located in or adjacent to the conservation area, wherever practicable and in accordance with the laws relating to such lands, in a manner consonant with the purpose of this Act.
Authorizes appropriations of up to $40,000,000 to carry out the purposes of this Act.
