Allows the leasing of flue-cured tobacco allotments or quotas across county lines within the same State (except North Carolina) under the Agricultural Adjustment Act, provided a majority of the flue-cured tobacco growers of such State voting in a referendum conducted by the Secretary of Agriculture have approved cross-county leasing.
