A bill to amend the Federal Aviation Act of 1958, as amended, by requiring certification and subsidy of at least two air carriers to points receiving neither highway nor railroad service.

Requires that the Civil Aeronautics Board shall consider as necessary to the public interest and to the sound development of an air-transport system, the certification and subsidy of at least two air carriers to provide air service to points in the United States receiving neither highway nor railroad service.
