Provides for a one-time increased payment in monthly insurance benefits under Title II of the Social Security Act (Old Age, Survivors', and Disability Insurance) of either $50 or 50 percent of the ordinary monthly benefit amount, whichever is greater. States that such amounts shall not be included as income for such individuals for purposes of determining the eligibility for or amount of assistance under any Federal or State program for needy individuals which is supported by Federal funds.
Authorizes appropriations of amounts necessary to pay the additional benefit authorized by this Act.
