A bill to promote commerce and establish a Council on Energy Policy.
Energy Policy Act - Declares that it is the purpose of this Act to protect and promote the interest of the people of the United States as energy users by establishing a Council on Energy Policy in the Executive Office of the President.
States that the agencies of the Federal Government shall, to the fullest extent possible, utilize a systematic, interdisciplinary approach which will insure the integrated use of both physical and social sciences in producing, conserving, and utilizing the Nation's energy resources.
Provides that the members of the Council shall consist of three members appointed by the President, by and with the advice and consent of the Senate, and shall serve full time.
Sets forth the duties of the Council, including: (1) serving as the principal adviser to the President on energy policy; (2) making recommendations to the President and Congress for resolving conflicts between the policies relating to energy of different Federal agencies; and (3) keeping Congress fully and currently informed of all its activities.
Requires the Council to: (1) consult with representatives of specified organizations and groups as it deems advisable; and (2) employ a competent, independent staff.
Requires the Council to prepare and submit to the President and Congress annually an energy report to accompany the Energy Plan to be prepared by the Council under this Act. States that the Energy Plan shall be for the purposes of energy development, utilization, and conservation.
Authorizes to be appropriated to carry out the provisions of this Act not to exceed $1,000,000 for fiscal year 1974; $$2,000,000 for fiscal year 1975; and $4,000,000 for each fiscal year thereafter.
