Bilingual Courts Act - Provides for bilingual proceedings in all district courts of the United States in both civil and criminal actions where it is determined that a party to the action or one of his witnesses does not understand the English language.
Authorizes appropriations to the Federal Judiciary to carry out the purposes of this Act.
