Establishes the Wounded Knee Compensation Commission to process claims for injuries and losses arising out of the disturbances at Wounded Knee, South Dakota. Authorizes 100 percent compensation of innocent persons for claims under this Act. Requires such claims to be filed within a year.

Authorizes the appropriation of necessary sums to carry out this Act.
