A bill to guarantee to Federal employees the right to a prompt evidentiary hearing prior to removal or suspension without pay.

Makes it unlawful for an executive official to require or request any civilian employee, who is under investigation for misconduct, to submit to interrogation which could lead to disciplinary action without the presence of counsel if he requests; or to require or request any civilian wmployee to make any report concerning any of his activities or undertakings unless such activities or undertakings are directly related to the performance of official duties to which he is or may be assigned or to the development of skills or knowledge, unless there is reasonable cause to belieive that the civilian employee is engaged in outside activities in conflict with his officials duties.

Places enforcement of thes provisions with the Civil Service Commission, and with the United States district court.
